SharePoint ReDirect URL is not working

Hi,

I had a requirement to redirect to a url when enter the source url. I configured the Rule under RedirectURL in IIS. But the system is still not redirecting to the destination url, throwing error. Could you please let me know if I missed anything. Or please suggest if I can achieve it through webpart. Please note that the source url is just hosted in IIS but it is not a valid url. hence cannot add the webpart.
