Quick Steps Greyed Out In Outlook Classic

All of a sudden, after more than 4 years of working, including this morning, my Quick Steps are now greyed out. If I remove the clear categories and the clear flags functions, they work. Is this something new? If it is, this is stupid!

    Outlook 365 updated from Version 2601 Build 16.0.19628.20214 (where this problem exists) to Version 2512 Build 16.0.19530.20226 today and now my Quick Steps are working again even with the Clear Categories action!
    The thing is, Outlook has switched between version 2512 and 2601 all month on me so each time I log in, I never know if my Quick Steps will work!
    I am using the workaround of adding Shortcut Keys and since I only mainly have 3 QS that don't work, that works for me too.
    I have: Microsoft Outlook for Microsoft 365 MSO 64-bit, Monthly Enterprise Channel

    I was experiencing the same issue, where Quick Actions that included actions to remove categories or clear flags were disabled in the ribbon when selecting items without flags and categories assigned. After updating to Outlook Version 2512 (Build 19530.20184) the issue has been fixed for me.

    I have various Quicksteps that always include the action “Delete message label Follow Up or similar.” Thanx to "Killian-N", whose contribution led me to the solution.

    These have worked well for years with every email, regardless of whether it had a label or not. As of today, these Quicksteps no longer work for emails that do not have a label.

    This is problematic because the Quickstep is no longer universally applicable.

    My temporary solution was to remove the “Delete Follow Up” action, which makes the Quicksteps available again with a click of the mouse.

    Where can I go to request a return to the previous behavior?

    Thank you for your response and for trying the provided steps.

    Since you've already trying the big fixes (resetting Quick Steps, recreating them, repair, and a new profile), this strongly suggests a client‑side regression affecting those specific Quick Step actions, not a folder limitation or profile corruption.

    There's one more thing I need to confirm is your Outlook build and update channel.

    You can check it by:

    Go to File > Office Account > About Outlook and copy the full version/build and channel.

    This will confirm if you’re on a build that introduced this behavior and guide whether to update or roll back.

    While we're waiting for your update, here are the steps that often help:

    1/ Check in Safe Mode:

    Press Window+R and run:

    outlook.exe /safe

    If Quick Steps work in Safe Mode, a COM add‑in is interfering, you can disable add‑ins and re‑enable one by one.

    2/ Create minimal equivalents that avoid the ‘clear’ actions:

    Create two Quick Steps:

    • QS – Move/Process (without Clear categories/flags)
    • QS – Clear (use manual right‑click Categorize > Clear All Categories or Follow Up > Clear Flag).

    This is a workaround, but it preserves most of your one‑click flow and aligns with how Outlook greys out Quick Steps whose actions aren’t currently applicable.

    3/ Double‑check policy isn’t blocking those actions:

    This barely happens but org policies can disable category/flag commands in certain contexts, which in turn greys out Quick Steps that call them.

    If you’re domain‑joined, ask your IT admin who has admin privileges to confirm no recent GPO/Cloud Policy changes affecting Outlook tagging/flags, this exact symptom has been seen when policy toggles are applied.

    While we're waiting for your "About Outlook build/channel", the steps 1 and 2 above should minimize the disruption.
