Thank you for confirming offline that the issue was resolved! The product team has also confirmed that there was a temporary technical error, but it has since been resolved.Since the Microsoft Q&A community has a policy that "The question author cannot accept their own answer. They can only accept answers by others", I'll repost your solution in case you'd like to "Accept" the answer.
Issue
Multiple users were receiving the error, "We’re unable to validate your phone number" when trying to create new Azure accounts and get verification codes.
Resolution
There was a temporary issue on the Azure side that was affecting some regions, and the product team has since resolved the problem.
