Чтобы задать текст, отображаемый подсказкой, задайте ToolTipText свойство каждого ToolBarButton из них ToolBar. Чтобы подсказка отображалась при перемещении указателя мыши на кнопку панели инструментов, задайте ShowToolTips для свойства значение true.
