Hello, thank you for reaching out to Microsoft Q&A.
- Could you please share the exact error message the sender receives when trying to email you?
- You can send a test email to your address from another account. If you receive a bounce message, please share the details with us. This will help us better understand the issue with your account.
In the meantime, please check if you have enough storage space to send or receive emails.
- with a Microsoft account, you get 5GB of OneDrive cloud storage and 15GB of Outlook email storage. If you exceed either of these limits, you won't be able to send or receive emails.
Check your account storage by logging in with your account here- https://outlook.live.com/
Go to Settings > Accounts > Storage. Expand the Microsoft Storage and Cloud Storage section as shown in the screenshot. Check if you have enough space to receive or send emails.
Then, check your email forwarding rules and the Blocked sender's lists again. -

If your incoming emails are automatically moving to a different folder or to a different email address, you can delete the rules.
Let me know if you still need more help.
