If I get you correctly you are unable to access your account due to the two-factor authenticator enabled.
To help resolve this issue, I recommend when prompted for the Authenticator code:
- Click “I can’t use my Microsoft Authenticator app right now” or “Use a different verification option”.
- If you had set up backup methods (like SMS or email), you might be able to verify your identity that way.
Regarding changing your credit card information, you need to have access or must be signed in before this process can be completed.
