The following licenses enable Dragon Copilot capabilities for physicians:

You can have a mix of Dragon Copilot (Physician Per User), Dragon Copilot (Physician Flex), and Dragon Copilot Physician PAYG consumption unit.
Once you decide which license is best for your organization, work with your Microsoft representatives or partners to acquire the right licenses for your organization's needs.
View your per-user license in Microsoft 365 admin center
You can view your Dragon Copilot (Physician Per User) licenses at the time of allocation, or on the Licenses tab in Microsoft 365 admin center and see an aggregate view across the organization. Once you purchase licenses and assign them to users, you can provision and configure Dragon Copilot in Dragon admin center.
Dragon Copilot (Physician Flex) and Dragon Copilot Physician PAYG consumption unit
Dragon Copilot (Physician Flex) and Dragon Copilot Physician PAYG consumption unit licenses are available through the same purchase channels as per-user licenses. Dictation is available on a per-user-per-month basis. To use ambient recording and generative AI capabilities, use an Azure subscription to pay only for the features that you use. The organization only gets charged for the ambient recording and generative AI features that users within the organization consume.
Add ambient recording and generative AI capabilities with a pay-as-you-go subscription
Prerequisites
You purchased a Dragon Copilot (Physician Flex) license and assigned the license to users in Microsoft 365 admin center.
You have a new or existing Azure subscription: [Create your Azure free account or pay as you go.
You or your Azure administrator have permission to create new Azure resources and register resource providers in the subscription.
In the Azure portal, you registered the Microsoft Health Platform resource provider in the subscription. For more information, see: Register the resource provider in Azure portal.
In Dragon admin center, you created an environment and provisioned Dragon Copilot (physicians).
Step 1: Add a billing plan
A billing plan links a Dragon admin center environment to an Azure subscription, enabling pay-as-you-go tracking of Dragon Copilot feature usage through Azure meters. When you create a billing plan, Dragon admin center automatically creates a Health platform resource in Azure that accrues usage charges as users consume ambient recording and generative AI features.
To add a billing plan in Dragon admin center:
- In the Management section of the navigation pane, select Billing plans.
- Select Add billing plan.
- Enter a name for the billing plan.
- Select your Azure subscription.
- Select your Resource group (where your Health platform resource was created).
- In the Dragon Copilot capabilities list, select the Dragon Copilot capability for which the corresponding Azure meters are applied.
- Select Save.
Step 2: Link the billing plan to your environment
- In the Management section of the navigation pane, select Environments.
- Select your environment.
- Select Edit details. The Edit environment details pane opens.
- Enable Pay-as-you-go with Azure and select your Billing plan.
- Select Save changes.
Note
In the Azure portal, you can view billing information, analyze your costs, and set budgets and alerts.
Meters
Azure bills your subscription for the use of Dragon Copilot (Physician Flex) and Dragon Copilot Physician PAYG consumption units through meters. Consumption units track the use of ambient recording and generative AI capabilities. These consumption units represent the amount a feature is used across your tenant, so you pay only for what you use. For more information, see: Dragon Copilot licensing guide.
When you link your environment to an Azure subscription, you automatically enable meters to run and accrue all the consumption units used through Dragon Copilot features.
Manage spending limits
You can set a spending limit through the Azure portal by using the cost management functionality. For more information, see: Azure spending limit.
Azure cost management lets you configure spending limits, alerts, and monitoring. Once alerted, you can disable functionality for specific users or groups in Dragon admin center. For more information, see: Configure Dragon Copilot settings.
View your Dragon Copilot Flex usage in the Azure portal
To view your pay-as-you-go consumption and billing information, view your linked Azure subscription in the Azure portal. By using Azure cost management, you can view amounts that are billed across various resources. For more information, see: View and download Azure usage and charges.
Manage billing plans
Unlink a billing plan from an environment
Unlinking a billing plan from an environment disables pay-as-you-go consumption for that environment, and users with a Dragon Copilot Flex license can no longer use ambient recording and generative AI features.
- In the Management section of the navigation pane, select Environments.
- Select your environment.
- Select Edit details. The Edit environment details pane opens.
- Disable Pay-as-you-go with Azure and confirm the action.
- Select Save changes.
Delete a billing plan
Before you can delete a billing plan, you must unlink it from its environment by disabling pay-as-you-go usage. After you unlink the billing plan, you can delete it. When you delete a billing plan, you also remove all associated Azure resources that you created with it.
- Unlink the billing plan from its environment.
- In the Management section of the navigation pane, select Billing plans.
- Select the billing plan you want to delete.
- Select Delete billing plan.
