Remarks
The WebSynchronizationUrl property does not affect the behavior of merge replication. It is provided only to allow Microsoft SQL Server Management Studio to return a hint to users who create subscriptions to the publication.
The WebSynchronizationUrl property can be retrieved by members of the db_owner or replmonitor fixed database roles on the publication database or by members of the publication access list (PAL) for the publication.
The WebSynchronizationUrl property can be set by members of the sysadmin fixed server role at the Publisher. It can also be set by members of the db_owner fixed database role on the publication database.
Retrieving WebSynchronizationUrl is equivalent to executing sp_helpmergepublication.
Setting WebSynchronizationUrl is equivalent to executing sp_addmergepublication or sp_changemergepublication.
