Dear,
Following this scenario:
- I create an Office 365 user, without license.
- I grant permissions to this user in my Intranet
- He can access to the content.
The only difference I can see with a licensed user is that on the top left bar (the menu is empty of course), there is Office 365 but not SharePoint after written.
But he still can access to the page: <baseurl>/_layouts/15/sharepoint.aspx AND create a a team site.
Is this a normal behaviour?

Hi,
Unlicensed Users can access any SharePoint Sites based on whatever permission they have. If you add the unlicensed user to site owner group, the unlicensed user can create a site.

Thank you, but it's not linked to external user. The site collection isn't shared to external.
