Do you have any antivirus software (i.e., Avast) installed on your machine? If yes, you need to disable it before the installation.

Hi Sai Tej,
Could you please tell us the version of your operation system.
And please tell us whether you installed the SSMS 17.9. If not, Please try to download the SSMS 17.9 installation package and reinstall it.
Download SQL Server Management Studio (SSMS)

Hey Emily,
Is the support engineer a paid option? Is there any free support who I can contact regarding this?

Hi Sai Tej,
The failure installation is related to some other factors like your operating system. The support engineer can help you solve the question in your environment via other communication approaches. Then your question can be resolved more preciously.
As a workaround, Azure Data Studio is also a great client for SQL Server. You can try to use it to connect to your SQL Server.

Sorry for digging up this grave. If anyone has the same problem there is one registry key that blocks the instalation. Copying from this article.
https://help.act.com/hc/en-us/articles/360024248314-Error-A-computer-restart-is-required-or-Reboot-pending-When-Attempting-to-Install-Act-or-the-Microsoft-SQL-Server-ACT7-Instance
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet\Control\Session Manager\PendingFileRenameOperations
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet[00n]\Control\Session Manager\PendingFileRenameOperations.
This key can be a leftover sometimes and it signals the installer that there is a reboot pending after some other instalation. After deleting it installation goes without any problems.
