URGENT: Microsoft 365 Reseller Unavailable – Administrator Access Recovery

Our Microsoft 365 reseller, who managed the email accounts and licences for five UK businesses, has unexpectedly become unavailable for an extended period.

He operated alone, and we have no confirmed Global Administrator access to our Microsoft 365 organisations.

Our email services are still working, but we urgently need to secure administrator access, protect our subscriptions and arrange a replacement Microsoft partner without losing emails or disrupting service.

How can we contact Microsoft's specialist team for Microsoft 365 Global Administrator recovery and Cloud Solution Provider (CSP) reseller continuity?

We need direct assistance from Microsoft Support rather than community troubleshooting.

Dear @Eileen Owens,

Good day! Welcome to Microsoft Q&A forum!

First of all, I would like to clarify that this is a community forum where users help one another. No one here, including myself, has access to your Microsoft 365 tenant, account details, subscriptions, partner relationships, or administrative permissions.

If another administrator exists within the tenant, they may be able to help review and restore the required administrative access.

However, if no Global Administrator can be identified and the reseller is unavailable, the Microsoft Data Protection Team has processes available to validate tenant ownership and assist eligible organizations with administrator access recovery.

Please try to contact Microsoft Support and request that a support ticket be created for administrator access recovery: Technical or Sales support phone numbers

I saw that you were looking for UK support; please get in touch with these numbers:

{CA0B3EB0-5CA1-4D8F-ACD4-6F50FC5181D6}

In some countries, this is an automated conversation: First, when you call the hotline, they will ask you what kind of problem you are struggling with.

Answer: Authenticator.

A: What products do you use?

B: Office 365 for business.

Verification: Education or company account?

B: For companies

A: Are you an administrator?

B: Yes.

A: Are there any other administrators in your organization?

B: No.

A: I need one.... Service request?

B: Yes

(Important Note to reach a live support agent: Sometimes, you would hear the computer-generated voice at first, please kindly wait for it to end, and if an agent is available, you would be directed to them and get your support. Depending on your country or region, when you call the support number, you may hear an introduction of about 30 seconds such as "You can visit the link...". You can ignore this introduction and wait until you are presented with the options. Then press "1" as a business email user, and again "1" for technical help.)

Also, could you kindly check if you know someone with Admin rights to a Microsoft 365 Business tenant that could help raise a support ticket on your behalf (with your contact information in the ticket's description so that the Data Protection Team could reach out to you)?

As an alternative, you can create a new tenant account and submit your request from there.

To set up a new tenant, please follow these steps:

Once your tenant is created, you should be able to access the support portal and submit your ticket referencing your locked account without further issues.

In the ticket's description, you could refer to this message:

"Hello,

We require assistance recovering administrative access to our Microsoft 365 tenant. The reseller who managed our Microsoft 365 environment is no longer available, and we do not have confirmed access to a Global Administrator account.

Our email services are currently operational; however, we need assistance validating tenant ownership, restoring appropriate administrative access, and understanding the available options for managing our subscriptions and CSP relationship moving forward.

We are available to provide documentation or verification information as required."

Ticket Support: Log in the Microsoft 365 Admin Center using the newly created trial admin account (not the currently unavailable one) > Support > Help & Support. You can raise support ticket at: https://admin.microsoft.com/#/support/requests

When you open a support ticket, please make sure to turn off the Support Assistant (AI) in the help panel.

Several customers have reported issues when the Support Assistant is turned on  the system sometimes fails to display the “Contact Support” option.

As shown in the screenshot, simply switch Support Assistant > Off, then type your issue description.  Once the AI is off, the “Contact Support” button will appear normally, allowing you to submit a ticket directly.

  • After clicking on "Help & Support" button, you can type "I need agent support via phone or email". After that, you can click on "Contact support"
  • Choose contact method: "Phone"
  • Fill all the information in this contact support details, please describe your situation carefully so they will have enough information to help you.
  • Finally, click on "Contact me"
  • After completing them, you will receive an email appointment for a meeting to review this issue professionally together.
  • For more details, you could refer to this article: Get support for Microsoft 365 for business
  • This new trial tenant will not give you access to any of the data or settings in your original locked tenant. It is solely a temporary means to contact Microsoft support.
  • Be prepared for Microsoft support to ask for verification of your identity and administrative rights for the locked tenant.
  • The resolution time might be longer as you are contacting support from a different tenant.
  • Remember to cancel the trial subscription for the new tenant once your issue with the original account is resolved to avoid any unintended charges. You can typically do this within the Microsoft 365 Admin Center under "Billing" > "Your products."

Regarding the unavailable reseller, the Microsoft Support engineer handling your administrator recovery case can also review the tenant ownership and subscription arrangements with you. Once administrative access has been restored, Microsoft Support can advise on the available options for working with a replacement CSP partner while helping ensure continuity of your Microsoft 365 services.

Kindly let me know when there are updates or if you need further assistance. Any updates you’re able to share would be really helpful.

I'm here and happy to help! Thank you for your kindness and patience!

If any existing administrator username is known, try Self-Service Password Reset first; otherwise call Microsoft’s UK business support line and request a Microsoft 365 Data Protection tenant-access recovery case for each affected tenant.

    1. Attempt administrator recovery

    For each Microsoft 365 organisation:

    1. If you know a possible Global Administrator username, open: https://passwordreset.microsoftonline.com/
    2. Attempt recovery using the registered authentication method.
    3. If Self-Service Password Reset (SSPR) was not configured, the recovery method is unavailable, or the administrator username is unknown, proceed immediately to phone support.

Microsoft’s tenant-lockout guidance lists SSPR as the first recovery action, followed by Microsoft Support when no other Global Administrator or suitably privileged partner is available.^1^

    2. Open the tenant-recovery cases with Microsoft

    Call either current UK number:

    • 0800 026 0329
    • 0344 800 6006

These are the UK numbers in Microsoft’s current country/region support list.^2^

    Tell the frontline agent:

We have lost access to the only known Global Administrator of a Microsoft 365 business tenant. The CSP reseller is unavailable and no partner with usable GDAP permissions can assist. Please create a tenant-access recovery case and transfer it to the Microsoft 365 Data Protection team. This is not a password-reset request for an ordinary user.

Obtain and retain a support ticket number. The Data Protection team is the documented escalation when a company has no accessible Global Administrator; it performs identity verification before restoring administrative control.^3^

Prepare examples of evidence Microsoft may request:

    • Registered company name and Companies House documentation.
    • Proof that the business controls its public domain/DNS.
    • Tenant name and onmicrosoft.com domain, if known.
    • Affected user domains and administrator usernames, if known.
    • CSP invoices, Microsoft subscription details, and payment records.
    • Contact details available in the tenant or billing records.
    • Written authority showing that the caller represents each company.

The exact evidence is determined during Microsoft’s identity-verification process; domain ownership and official business documentation are examples of information that may be requested.^4^

    3. If phone support cannot create a case

As a fallback, create a temporary Microsoft 365 trial tenant under an account you control, sign in to its Microsoft 365 admin center, and select Help & support to open a request. State prominently that:

    • The request is being raised on behalf of a different, inaccessible tenant.
    • You require a case created against the affected tenant.
    • You need transfer to the Microsoft 365 Data Protection team.

This workaround was recommended in the accepted answer to a closely matching Microsoft Q&A case involving an unavailable reseller and no Global Administrator.^5^

Cancel the trial after the recovery cases are established to avoid unintended charges. Do not attach the production domains to the temporary tenant.

    4. Handle CSP continuity as a separate case

Tenant-access recovery and CSP billing ownership are separate processes. In the support case, also ask Microsoft to identify whether each subscription is held through:

    • A direct-bill CSP;
    • An indirect reseller and distributor; or
    • Another billing arrangement.

    Then appoint a replacement CSP:

    1. Select a new Microsoft partner.
    2. Have that partner send each company a reseller-relationship invitation.
    3. After Global Administrator access is restored, accept the relationship request in the existing tenant.
    4. Ask the new partner or distributor to determine the applicable continuity route.

The next step depends on the existing CSP structure:

    • Same distributor, replacement indirect reseller: the distributor may update the partner of record while subscriptions remain in the same tenant.
    • Different distributor or transacting CSP: a partner-to-partner subscription transfer may be required.^6^

For New Commerce Experience license subscriptions, both the current source partner and new target partner must approve the transfer. The new partner initiates it, but Microsoft does not override the source billing partner’s approval; an unanswered request expires after 30 days.^7^

Therefore, the separate CSP support case can help identify the billing owner or upstream distributor and establish the correct continuity route, but Data Protection recovery cannot itself force an NCE transfer.

    Service-continuity precautions

Until Microsoft and the replacement partner confirm the path:

    • Do not cancel existing subscriptions or licences.
    • Do not remove the production domains from their current tenants.
    • Do not create replacement mailboxes in a new tenant.
    • Preserve working user sessions and collect subscription invoices and reseller correspondence.
    • Avoid DNS or mail-routing changes.

Recover administrative control of the existing tenants first. This avoids turning an administrator-access problem into a mailbox or domain migration.
