Artifact Signing Identity Validation Failed — No Option to Upload Requested Documents

Hello,

I am attempting to complete Public Identity Validation for Azure Artifact Signing for my Colorado LLC, Legend Forge Studios LLC.

The identity validation fails with a message from Vetting Operations stating:

“We need some additional information to complete the review. Please provide copies of the additional original document(s) listed below to verify your association with the organization.”

The message then requests official government business-registration documentation.

I have the requested documentation available from the Colorado Secretary of State, including current business-registration information showing the organization is in good standing and showing my association with the organization.

The problem is that Azure gives me no way to upload the requested documents.

The validation immediately appears with a Failed status. When I open the failed identity validation, I can see the request from Vetting Operations, but there is no Upload Documents, Action Required, Edit/Start New Upload, or similar option.

I have already tried creating a second Public Identity Validation using the company's exact current legal name and information as shown by the Colorado Secretary of State. The second request resulted in the same behavior: Failed, additional documentation requested, but no upload option.

I have also verified my Azure permissions. On the Artifact Signing account itself, my account has:

Artifact Signing Identity Verifier
Owner (inherited from the subscription)

Therefore, this does not appear to be caused by a missing Identity Verifier role.

Microsoft's Artifact Signing documentation states that when additional documentation is required, the documents can be uploaded through the Azure portal and that there are three documentation-upload attempts. However, neither of my failed validation requests exposes that workflow.

How can I securely provide the documents requested by Vetting Operations?

If necessary, could Microsoft please move/reopen the current validation into the appropriate Action Required state so that the document-upload workflow becomes available?

I can provide my Subscription ID and Identity Validation IDs privately to Microsoft staff upon request. I do not want to post those identifiers or my business documents publicly.

There’s no secure alternate channel for providing documents. The documentation only describes the upload workflow in the portal, and that workflow appears only when a validation enters Action Required. Since neither of your validations surfaced an upload step, there’s no supported way for you to send documents directly. On reopening the request: community users can’t move a validation between states, and the documentation doesn’t describe any path to reopen or convert a failed validation into Action Required. Only a Microsoft moderator escalating internally could do that, and even then the docs don’t state that reopening is possible.

On sharing identifiers privately: Microsoft Q&A doesn’t have a built‑in private channel, so nobody here can receive Subscription IDs or Identity Validation IDs unless a moderator explicitly opens a secure thread for them. Keep those identifiers off the public thread until that happens. The FAQ routes identity‑validation assistance to “Azure Support or by using Microsoft Q&A (use the tag artifact-signing),” so posting here was the correct step.

What will help when a moderator picks this up is that the state you’re asking for is documented, and so is when it should appear. The Quickstart says:

“If more documents are required, an email is sent and the request status changes to Action Required.”

In your case, Vetting Operations requested documents, but your validation went straight to Failed. The same page lists Failed as terminal:

“Failed if the process isn’t completed successfully.”

That also means you haven’t consumed any of your three documentation attempts:

“For documentation upload, there are three attempts.”
