A Public Trust organization identity validation can take 1 to 20 business days to process, and it can take longer if more documentation is needed. After seven days, In Progress can still be normal.
To confirm whether action is required:
- In the Azure portal, open the Artifact Signing account.
- Go to Objects > Identity validations.
- Check the request status:
- In Progress: the validation process is still continuing.
- Action Required: follow the instructions shown there and in the email sent to the primary email.
- Completed: validation finished successfully.
- Failed: validation did not complete successfully.
Also verify these points:
- Check the primary email used in the request, including Junk/Spam.
- Confirm that the mailbox can receive messages from external senders and that emails containing links are not being filtered.
- If an email verification link was sent, it expires after seven days. If that link was missed or expired, a new identity validation request must be created because the link cannot be resent on the same request.
- If more documentation is required, the status changes to Action Required and an email is sent. Documents can be uploaded in the Azure portal, with three attempts allowed.
If the request is still In Progress and no email or portal action is shown, the supported next step is to contact Azure Support or post on Microsoft Q&A with the artifact-signing tag. Creating duplicate identity validation requests for the same entity while one is already in progress does not help, and requests cannot be expedited.
A completed identity validation is required before creating a certificate profile, so the Public Trust certificate profile cannot be created until the validation reaches Completed.
