Stuck on "You don't currently qualify for a sandbox subscription" for 3+ days, profile complete, GitHub linked

I joined the Microsoft 365 Developer Program and my dashboard shows "Thank you for joining. You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription."

This has persisted for 3+ days with no change. My profile is fully filled out (organization/profession fields complete) and my GitHub account is linked to my Dev Center profile, per the troubleshooting guidance I've found in other threads here.

I'm trying to set up a sandbox specifically to build and test a Microsoft Teams bot (Bot Framework / Azure Bot Service) for a real classroom-technology project — I have an active Azure Bot resource already registered with real credentials, and just need a proper M365 tenant with Teams custom-app-upload enabled to complete testing.

Could someone manually check/reset my eligibility, or let me know what specifically is blocking it? Happy to provide my Dev Center account email via a non-public channel if needed.
