    Hi Edward,

Good day. The sender will need to check the sharing permissions on the OneDrive file. Having a OneDrive account doesn't automatically give you access to someone else's file. Ask the sender to do this:

    1. Open OneDrive and find the PDF.
    2. Right-click the PDF > Share.
    3. Open Link settings (the gear icon).
    4. Check who can access the file. If it's set to People with existing access, you may not have permission.
    5. For testing, the sender can select Anyone with the link and set it to Can view, then select Apply.
    6. Select Copy link and send you the new link.

If the sender doesn't want to use an "Anyone" link, they can instead enter your exact email address under Specific people, give you Can view permission, and send the invitation.

Also ask the sender to make sure the PDF is still in their OneDrive and hasn't been moved, deleted, or had its sharing link disabled.

If a newly created link still gives you an access or permission error, you should tell the sender the exact error message you're seeing. That will help determine whether the problem is with the sharing permission, the account being used to open the link, or an organization restriction.

    I hope this helps.

    Regards,
    Jhun

The problem appears to be on the sender's end, not the user? I have asked the sender to try again.

Common reasons a OneDrive link does not open even when the recipient has a OneDrive account:

    1. The sender did not give permission to open it. A OneDrive account alone does not guarantee access.
    2. The link type may be restricted. In OneDrive, links can be set to:
      • Anyone
      • People in the organization with the link
      • People with existing access
      • Specific people If the sender used Specific people or People with existing access, access can fail unless the exact account already has permission.
    3. The file may have been moved or the sharing settings changed. OneDrive sharing links can stop working if files or folders are moved.
    4. If the file came from a work or school Microsoft 365 environment, some links may only work for organization accounts or for the exact invited account.

    What to do:

    1. Ask the sender to share the file again.
    2. Ask the sender to check the link permissions in OneDrive and use the correct option:
      • Anyone if they want broad access
      • Specific people if they want to invite the exact account explicitly
    3. If the sender shares it again, make sure the file has not been moved after the link was created.
    4. Open the new link while signed in with the exact Microsoft account that received the sharing invitation.

If the sender is using OneDrive on the web, they can select the file, choose Share, then Copy Link, and use the settings gear to change who can access the link.
