CANT ADD ACCOUNT TO AUTHENTICATOR

Hi,

I'm trying to add my account to authenticator ap. It's a personal account. When I try it asks me to use said ap. I click dont have access. Then either the phone number option or email leads me to reset my password, the login where it agian asks me to use the ap. This is a loop and very frustrating.
