Is phone support still available?

I have been getting emails telling me that my payment method is out of date. I have put updated information into the admin center, but the emails keep coming. I wanted to contact support to see if we could figure out what's going on, so I clicked the help "?" which used to give me a chatbot, but also offered an option to have a support tech call me. Now I just get an AS (Artificial Stupidity) chatbot. One of the options is an out-of-date video, and then there is a "Contact Us" link. When I click on that link, it takes me to help.microsoft.com, which then tells me that since I am an admin, I need to go to the help link on the admin center. So it's a non productive loop. Have they just phased human support out?

    Thank you for reaching out, and I’m sorry the current support process has been so unhelpful. Being sent back and forth between the admin center and the Contact Us page is understandably inconvenient.

    You can create a support ticket directly in the Microsoft 365 admin center by selecting Help & support and submitting a service request. Microsoft Support can then investigate why the payment notifications continue after your billing information was updated.

    When opening the ticket or calling support, include your subscription details and copies of the emails.
