That message indicates the registration request was blocked during Microsoft’s verification process for the Windows Hardware Developer Program.
For Hardware Program registration, these items are required before approval proceeds:
- Sign in with the organization’s Microsoft Entra ID global administrator account.
- Make sure the organization’s legal contact can receive external email from Microsoft and responds to verification mail.
- Upload the organization’s extended validation (EV) code signing certificate from Manage certificates. Registration is not considered for approval until the EV certificate is uploaded.
- Monitor the global administrator mailbox for the questionnaire requesting more business information, and complete it. Registration does not proceed until that questionnaire is completed.
If the request is blocked or the enrolled account cannot be used to continue, use Hardware Program support:
- Open a case in Microsoft Engage Center and sign in with the Partner Center account that is enrolled in the Hardware Program.
- When creating the case, select:
- Product: Windows Developer Center
- Problem Type: Hardware Device Drivers
- Submit the case and wait for the confirmation email with the support request number.
If sign-in with an enrolled Hardware Program account is not possible, open a Partner Center enrollment case instead through Partner Center support and choose Provide issue details.
