Thank you for the details, and I am sorry for the frustration, paying for a subscription and then not being able to use the apps is genuinely aggravating.
One important point first, cancelling your Microsoft 365 subscription and closing your Microsoft account are two different things. You only need the first. Closing the account would also remove your email, OneDrive files, and any other purchases tied to it, so please do not close it to get the refund.
To cancel and check refund eligibility:
- Sign in at account.microsoft.com/services/ using the exact Microsoft account that made the purchase a refund cannot be found from a different account.
- Select your subscription, choose Manage, then Cancel, and follow the prompts. Eligibility is calculated automatically during cancellation and is shown to you before you finish.
- In most cases a refund is available within 30 days of the initial purchase, or before the first recurring charge, whichever comes first. You are also entitled to a refund of your most recent recurring charge if you cancel within 30 days of that payment, once per account per product.
- If you bought this from a retailer, Google Play, or the Apple App Store rather than from Microsoft, the refund has to come from that seller.
