How to create new user in microsoft entra

I am unable to create new user in entra? There is a create new user button but it is not clickable? Do we need subscription to create new user?

    No, you don't need a subscription to create a new user.

    You need to check if you have permission to create a new user. You should have at least the User Administrator role to create new users. Global Administrator can also create users. User Administrator is the least-privilege role to create users.

    So check:

    Go to Microsoft Entra admin center → Entra ID → Users.

    Check the account you're currently signed in with.

    Go to Roles and administrators.

    See whether you have User Administrator or Global Administrator.

    1. If not, ask an existing Global Administrator to assign you the User Administrator role
