Using classic Outlook for Windows in business environments
This behavior is a known issue in classic Outlook on some Office perpetual retail SKUs starting with Version 2306 (Build 16529.20154). Outlook can prompt to reopen items from the last session inconsistently, and in many cases the Outlook Options UI does not show the setting even though the feature exists.
What is supported:
- Check whether the setting is available in Outlook:
- File > Options
- General tab
- Under Start up options, look for Ask me if I want to restore previous items
- Update Office if possible:
- This issue is fixed in Version 2309 Build 16827.20130.
- In Outlook, go to File > Office Account > Update Options > Update Now.
- If the option does not appear and the goal is to stop Outlook from reopening previous items, a registry workaround is documented.
- Warning: editing the registry can cause system or application problems if done incorrectly.

Important limitation: the documented workaround is only for disabling or changing the reopen behavior, and Microsoft notes that because the feature recurrently appears and disappears, the workaround might not stop all occurrences. The available documentation does not provide a supported method to force Outlook to reliably reopen all previously opened emails after a crash in every case.
