Although your Visual Studio subscription includes eligibility for the Microsoft 365 E5 Developer Sandbox, Microsoft currently requires a valid billing account during the sandbox provisioning process. The billing information is used for account verification and to support future add-on purchases within the sandbox environment. You will not be charged for the Microsoft 365 E5 Developer Sandbox itself.

- Join the Microsoft 365 Developer Program as a Visual Studio subscriber
- Set up a Microsoft 365 developer sandbox subscription
Regarding the "Billing not found" message, the instant sandbox typically provisions within minutes. If it takes longer, refresh the Developer Program dashboard page. If the issue persists, contact Microsoft 365 Developer Program support.
The support team over there has higher permission than us to investigate the issue from background, they have more resource and correct escalation channel in handling this kind of issues. This would be a more efficient way in handling the case for you.
