The “Service Unavailable” message usually points to a temporary download-page or connection problem, rather than a rejected product key.
Here are some suggestions you can try:
Open the setup page in an InPrivate or Incognito window, or use a different browser such as Edge. You can also clear the browser’s cookies and cached data before trying again.
Temporarily turn off any VPN or proxy, then try another Internet connection, such as a phone hotspot. Security filtering on a network can sometimes prevent the installer from downloading.
Check whether the new laptop already has a trial or preinstalled copy of Office. Open Settings > Apps > Installed apps, search for “Office” or “Microsoft 365,” and remove any unwanted copy. Multiple Office installations can cause setup and activation conflicts.
Run the official Microsoft 365 setup troubleshooter on the new laptop. It can detect and correct common installation problems automatically.
If the download still fails after trying another browser and network, contact Microsoft Support and provide the exact error message and proof of purchase. Do not post the product key publicly.
