As per the screenshot, it seems that you've updated the Security Information in your Microsoft account -
You've updated the old @outlook.com to the new @shd.or.id address.
According to the Microsoft article here, if you remove all of your previous security information and replace it with something new, your account will be put into a restricted state for 30 days.

So, in this case, you have two options here-
- Wait 30 days for your security info to be updated. So that you can view the BitLocker recovery key and sign in to your account. If the files are really important on the device, you can use this method. (OR)
- You can perform a full factory reset of your PC from the Windows Recovery Environment (WinRE) and set up Windows with another Microsoft account. You can use this method if you want to use the laptop. But all of your data will be deleted during the system recovery process.
