I'm located in Pakistan, which is listed as an Azure-supported country. I'm trying to create a new Azure account, but I receive "You're not eligible for an Azure account." My billing country, phone number, and payment method are all from Pakistan. Please review my Azure signup eligibility.

    Good day Ghulam

Just to gently clarify before going any further, this forum is separate from Microsoft Azure Support.  I don’t have the ability to access or investigate individual accounts because this is a user‑to‑user support forum.

This error doesn't always mean your country is unsupported. It can appear when your account details, payment method, or verification information cannot be validated, or when the same details have already been used with another Microsoft account.

    Please try the following:

1/ Review your account and verification details

You can follow the guidance provided in the AI answer, or refer to the article below for detailed troubleshooting steps: Troubleshoot issues when you sign up for a new account in the Azure portal - Microsoft Cost Management | Microsoft Learn

2/ If you are applying for Azure for Students

Make sure you meet the eligibility requirements and complete academic verification using your school email address.

If your account doesn't meet the requirements, the signup process will display this error.

If you meet the eligibility requirements and still cannot sign up, please contact Microsoft Azure Support. In the Azure portal, open Help + Support and select Create a support request.

Note: When the support option is unavailable, or a permission-related message appears, please contact your school's IT administrator and request that they submit a support ticket through the Azure portal on your behalf. In case you do not know who is your IT admin, kindly refer to this article: How do I find my Microsoft 365 admin? - Microsoft Support

I hope this information is helpful. If you have any questions, please don’t hesitate to reach out at any time.

Thank you for your patience and understanding.

Pakistan is a supported Azure sign-up country, and supported card types there are American Express, Mastercard, and Visa. The "You're not eligible for an Azure account" message is typically resolved by verifying these items:

    1. Azure account profile details
      • Confirm the contact email address, street address, and telephone number are correct.
      • Ensure the information entered during sign-up exactly matches the account and payment details being used.
    2. Payment method details
      • Confirm the card information is correct.
      • For Pakistan, supported card types are American Express, Mastercard, and Visa.
      • If the billing address on the card does not match bank records, sign-up can fail.
    3. Account uniqueness
      • Confirm there is no existing Microsoft account already using the same identifying information.
    4. Phone verification
      • Check that the phone number is entered with the correct country code.
      • A VoIP number cannot be used for Azure phone verification.
      • If SMS does not arrive, use Call me.
      • Verification can take up to four minutes.
    5. Browser retry
      • If profile and payment details are valid, retry the sign-up in a different browser.
    6. If the issue continues
      • Open a support request in Azure support, because account creation eligibility issues may require billing/support review.
