Unable to provision Microsoft 365 E5 Instant Sandbox.

I successfully created a billing account and received the "Your account is ready" confirmation. However, when returning to the Developer Program portal, the Billing Account dropdown shows "No billing accounts found" and I cannot continue provisioning the sandbox.

Troubleshooting performed:
