I think there's something going on Microsoft's end right now. I am seeing many people reporting this issue, but Microsoft has not announced this on their service status page. However, there's an active service incident report on the commercial side. It can be related. You can use Microsoft's X/Twitter account page to check for update https://x.com/MSFT365Status/status/2094465993007378744

Since the issue happens on both the phone and the Amazon tablet, start with checks at the Outlook.com account level rather than on a single device.

    1. Check mailbox storage first. If Microsoft cloud storage is full, Outlook.com cannot send or receive email, and messages sent while storage was full are bounced back to the sender and are unrecoverable.
    2. Sign in to Outlook.com on the web and check these places:
      • Junk Email
      • Other tab
      • Archive
      • Deleted Items
    3. In Outlook.com, check whether mail is being redirected:
      • Check if email forwarding is enabled.
      • Check whether there are rules that move, delete, or hide incoming mail.
    4. If the account password was changed recently, update it. Outlook.com accounts can also be temporarily blocked after unusual sign-in activity.
    5. If only one device is affected, remove the device partnership and sync again:
      • Go to Settings > General > Mobile devices
      • Select the device and delete the device partnership
      • Select Save
      • Power off the mobile device completely
      • Restart it and sync the mailbox again
    6. If a specific sender’s messages are missing, ask the sender to check Outlook.com sender guidance.
    7. If the account was recently flagged for suspicious activity or compromised, incoming mail delivery can be temporarily delayed even if sending still works.
