I created a share point in my organization, but I can't share it well. I set the permissions for the site as follows, but some people are not able to access it.

What are the possible causes?

Everyone except external users

    Possible causes include:

    1. The affected users do not actually have the required permissions Even if the site uses Everyone except external users, some users can still get access errors if their permissions on the site, file, or folder are not configured correctly.
    2. The user is opening the site or shared link with a different account If the account used to open the site or link is different from the account that has access, SharePoint can show errors such as Access Denied or You need permission to access this site.
    3. A site user ID mismatch exists This can happen if a user account was deleted and recreated with the same UPN, or during directory synchronization changes. In that case, the user may still be unable to access the site even though the name looks correct.
    4. Limited-access user permission lockdown mode is enabled If this feature is active and users are trying to access shared folders without access to the parent site or parent folder, access can fail because the required limited access permissions do not work correctly.
5. Sharing settings are restricting access If sharing options are greyed out or sharing is blocked, check the organization-level and site-level external sharing settings in the SharePoint admin center. Misconfigured sharing settings can prevent access or sharing from working as expected.
    6. The content was shared in a way that does not match the intended audience For example, documents shared with Everyone or Everyone except external users are not shown in Shared with Me automatically. Users may need a direct link or search to find them.

    A practical troubleshooting path is:

    1. Verify the affected users have permission to the site or specific file/folder.
    2. Confirm they are signed in with the correct organizational account.
    3. If only folder access fails, check whether Limited-access user permission lockdown mode is enabled.
    4. If the issue affects sharing broadly, review SharePoint admin center > Policies > Sharing and the specific site’s Active sites > Sharing settings.
    5. If a specific user still cannot access after permissions look correct, investigate a possible site user ID mismatch.

    Hi,

The "Everyone except external users" group is designed to grant access to all internal users in your Microsoft 365 organization while excluding guest accounts. If only certain users are unable to access the SharePoint site, the issue may be related to the affected user account, unique permissions configured on the site content, or additional access restrictions applied to the site.

Reference: Data access governance reports - get the 'Everyone except external users' (EEEU) activity report for…

To isolate the cause of the issue, please follow the steps below:

    1. Open the SharePoint site and navigate to Settings > Site permissions.
    2. Select Advanced permission settings, then choose Check Permissions.
    3. Enter the affected user's work account and select Check Now.
    4. Verify whether the user is receiving permissions through Everyone except external users, another SharePoint group, or a direct permission assignment.
    5. Review the permissions on the affected library, folder, file, or page via Manage access and confirm that permission inheritance from the parent site has not been broken.
    6. Ask the affected user to access the site using an InPrivate/Incognito browser window and ensure they are signed in with the correct organizational account.
    7. If the user's account was recently recreated, renamed, restored, or modified through directory synchronization, remove the user from the site permissions and grant access again.

If the issue continues after completing the above checks, could you please share a screenshot of the exact error message that the affected users receive when attempting to access the site? This will help me investigate the issue further and provide more targeted guidance.

    Warm regards.
