Additional meeting and call-related features and issues within Microsoft Teams for business

Based on the scenario described, the requirement is to keep the Custom Panel as the primary interface when no meeting is in progress and automatically return to that panel after inactivity, while preserving the standard Microsoft Teams Rooms experience during active meetings.
Based on the Microsoft Teams Rooms documentation currently available, I was unable to identify any documented or supported setting, XML configuration, or Teams Rooms policy that allows administrators to:
- Change the 60-second inactivity behavior of the Room Controls / Custom Panel experience.
- Automatically reopen a Custom Panel after the Teams Rooms interface has been displayed.
- Apply different Room Controls timeout behavior depending on whether a meeting is active or not.
