A free program from Microsoft that provides developers with the tools, resources, and sandbox environments needed to build solutions for Microsoft 365.
For this scenario, the supported checks are:
- On the sandbox setup page, select the Refresh icon next to Billing account and wait a few seconds after billing account creation before refreshing again.
- If the billing account still does not appear, try creating a new billing account from the sandbox setup flow.
- If the flow shows BillingAccountAlreadyExists or shows Your billing account is ready but the account still does not appear in the dropdown, check whether the account has an Azure plan enabled.
- If there is no Azure plan enabled, create an invoice section. This can provision the required Azure plan. After the invoice section is created and the Azure plan is available, retry the sandbox setup.
- If there is an error that the agreement is not signed, sign the agreement through the Microsoft Admin Center portal. During that process, the required billing profile and invoice section must also be created. Then retry the operation.
- When the billing account finally appears, verify that Billing account, Billing profile, and Invoice section all have values selected. The Set up button remains unavailable until all three are populated.
Given the current state — billing account visible in Azure portal, Your account is ready, and still not appearing in the sandbox dropdown — the most relevant documented causes are:
- the billing account does not yet have an Azure plan enabled
- the required billing profile and invoice section are not yet created
- the Microsoft Customer Agreement has not been fully signed in the admin flow
