This is what worked for me.
I was experiencing the same "No billing accounts found" issue while provisioning the Microsoft 365 E5 Instant Sandbox.
In my case, I had already created the billing account during the sandbox setup process, but it was not being detected correctly.
Following Microsoft's guidance, I:
- Created a new Azure subscription.
- Associated the subscription with the billing account that had been created during the E5 sandbox provisioning process.
- Returned to the sandbox setup page and refreshed the billing account selection.
After that, the billing account became available and I was able to complete the E5 Instant Sandbox provisioning successfully.
