    Whether you can share a PDF from SharePoint with someone outside your organization depends on your organization's external sharing settings.

    First, please try the following:

    1. Go to the PDF file in SharePoint and select Share.
    2. Select the Gear icon next to Copy link.
    3. Check whether you can see the People you choose option.
