The missing three-dot menu is usually caused by an Excel for iPad interface change, not a problem with the workbook. File options may now appear under the file name or cloud icon at the upper-left.
Here are some suggestions you can try:
Close the workbook using the Back button, then select Open and choose the location where it is stored, such as OneDrive, Dropbox, or a team site. Find the workbook, select File actions, and choose Delete.
If File actions is unavailable, open the OneDrive app and delete the workbook from its folder instead.
For a workbook stored on the iPad, open Apple’s Files app, locate the file, touch and hold it, then select Delete.
Update Excel from the App Store and restart the iPad if the controls still do not appear.
Please note that deleting a OneDrive file also removes it from other synced devices, although it can normally be restored from the OneDrive Recycle Bin.
