The red bar + unlocked padlock on a Surface means Secure Boot is disabled. Microsoft’s official fix is to enter UEFI and turn Secure Boot back on.
Try this exact sequence:
Disconnect everything from the Surface — USB devices, SD card, external monitor, etc.
Connect the Surface charger.
Hold the Power button for about 20 seconds to make absolutely sure it is shut down.
Wait 10 seconds.
Now press and hold Volume Up.
While continuing to hold Volume Up, press and release Power once.
Keep holding Volume Up — don't release it when the Surface logo appears.
Continue holding it for 15–20 seconds and see whether UEFI appears.
Microsoft specifically says to keep Volume Up held until the UEFI screen appears.
