Sending, receiving, and organizing email in Outlook on the web for business
If messages to Outlook.com, Hotmail, Live, or MSN recipients are no longer arriving and the mitigation request came back as “Not qualified for mitigation,” the next steps are on the sender side, not in the recipient mailbox.

The rejection code determines the fix:
- 550 5.7.511 Access denied, banned sender: send the full NDR and IP address to
delist@microsoft.com. Microsoft states it will respond within 48 hours with next steps. - 550 5.7.515 Access denied, sending domain does not meet the required authentication level: the domain in the 5322.From address is failing Microsoft’s required authentication level for high-volume senders. This must be corrected on the sending domain.

- Verify sender authentication for the From domain If mail is disappearing after earlier blocking, one documented cause is that Outlook consumer services reject mail when the sender domain does not meet required authentication. The accepted guidance in similar cases is that the fix is on the sender’s mail server or DNS, not in the recipient’s Safe Senders list or mailbox settings.
- If using address validation, stop any namespace mining behavior Microsoft blocks IPs that use namespace mining techniques against Outlook.com inbound servers. Check that no system, account, or validation process is probing addresses without actually sending mail, and confirm the sending environment has not been compromised.

- If recipients report only missing mail with no visible message Ask one affected recipient to confirm the message is not in Junk Email and that the sender is not on their Blocked senders and domains list. If the sender is already on the recipient’s Safe Senders list and mail still never appears, that points back to sender-side rejection before mailbox delivery.
In short: “Not qualified for mitigation” does not indicate a recipient-side fix. The practical path is to identify the exact NDR code, correct sender authentication if 5.7.515 is present, stop any namespace-mining-style validation, and then use the Outlook.com sender troubleshooting form or the delist path for 5.7.511.
