Azure Artifact Signing – AU10TIX Identity Verification Repeatedly Fails without reason

I am the owner and lead developer for Agency Business Systems, Inc., a company that develops and distributes commercial Windows software for the insurance industry for over 30 years.

We have used Organization Validation (OV) code-signing certificates to sign our commercial Windows software. Our current certificate is issued by SSL.com, and prior to that we used Sectigo. We are trying to migrate to Azure Artifact Signing because we prefer Microsoft's cloud-based signing service and short-lived certificates.

I successfully created my Artifact Signing account, assigned the required Azure roles, and submitted a Public Identity Validation for my company.

The validation is stuck in Action Required status because I can't complete the representative Identity Verification!

When I click "Please complete your verification here," I am first directed to Microsoft's verification page and then redirected to the AU10TIX identity verification service.

I have attempted the verification multiple times using different methods:

  • Oregon Driver's License (4 attempts)
  • United States Passport (3 attempts)
  • Microsoft Authenticator verification (3 attempts)

In every case, the document is scanned successfully, the selfie is accepted, and the process appears to complete normally. After several seconds of processing, the only result returned is:

Sorry, you do not meet Requirements to create a Verified ID at this time

No error code or explanation is provided, so I have no indication of what needs to be corrected.

The company information submitted for the Public Identity Validation matches our legal business records as well as our Dun & Bradstreet information. It is the same information submitted to SSL.com and Sectego.

At this point, I suspect the automated AU10TIX verification process is failing without providing any diagnostic information.

Has anyone experienced this, or is there a way for a Microsoft engineer to review the validation and determine why the identity verification is failing?

I can provide my Identity Validation ID privately to a Microsoft representative if that would be helpful.

We're eager to complete the migration to Azure Artifact Signing so we can continue providing our customers with properly signed and trusted software. Any assistance in resolving this identity verification issue would be greatly appreciated.
