Unable to acquire one Spanish local phone number for ACS

I am building a technical proof of concept using Azure Communication Services Call Automation and Deepgram Voice Agent API. I need one Spanish local/geographic phone number for controlled inbound test calls. Azure Portal shows that Spanish local numbers are only available through special orders. However, the special-order window does not provide a Number Request Form for Spain. It only provides forms for the United States/Canada/United Kingdom/Denmark, Ireland, Italy and Sweden.
