Can organization identity validation be completed on an MCA Individual billing account?

We are preparing to onboard to Artifact Signing (Basic SKU) to sign a Windows desktop application, using a Public Trust certificate profile and organisation identity validation. We are UK based, so the individual developer path is not available to us.

Our Azure billing account is a Microsoft Customer Agreement with Account Type Individual. It was created before our company was incorporated. The subscription is Active, the Microsoft.CodeSigning resource provider is registered, and nothing has been created or billed yet.

We have found two statements that appear to conflict, and we cannot test which one applies without first creating an Artifact Signing account, which begins billing.

1. The quickstart states: "The billing account type must match the identity validation type: a billing account with an Account Type of 'Individual' can only be used for individual identity validation. You cannot use an individual billing account to validate an organisation identity, or vice versa."
2. On Microsoft Q&A, a Microsoft engineer states that the billing account combo box was removed from the organisation identity creation flow, and that onboarding is possible without selecting a billing account. This matches the current documentation, where the organisation validation form asks for organisation name, address and business identifier as typed fields with no billing account selector, while the individual validation form does have one and auto-populates read-only from the billing account.

Question 1. Can organization identity validation be completed successfully on a billing account whose Account Type is Individual? If the note quoted above is now specific to individual validation, it would help to have that confirmed, since as written it reads as applying in both directions.

Question 2. If an Organisation billing account is required, what is the supported way to create one? In the portal, Subscriptions > Add offers only our existing Individual billing account, with the billing profile and invoice section locked to it, and no option to create a new billing account. Our company domain is already associated with a Microsoft Entra tenant, so the standard public signup flow does not apply. We would rather set this up correctly once than create resources we then have to delete.
