The CA rotation issue is the more likely root cause here and an Azure Support escalation is the right next step to get it resolved
we CANNOT solve this from our side, we have fully checked & verified our issue matches 100% this open GitHub issue from azure: https://github.com/Azure/artifact-signing-action/issues/128

This needs a Microsoft support member to reissue our certificate on a valid CA. Please help asap since this is actively harming our core business. Thanks!
