I'm not completely sure I understand the issue based on the description provided. When you mention a "disabled admin account," are you referring to the built-in Administrator account or are you unable to sign in to your own account?
To better understand the situation, could you please provide a screenshot or photo of what you're seeing on the screen? Before uploading it, please remove or obscure any personal information such as your email address, username, device name, product keys or other sensitive details.
You mentioned that the keyboard, mouse and touchscreen do not respond on the recovery screen. On a Surface Laptop 4, these input devices should normally be available in the Windows Recovery Environment, so I'd like to gather a bit more information. Does the keyboard and touchscreen work at the Windows sign-in screen? Are you able to sign in with any other local or Microsoft account? Also, when did this issue start, and were there any recent account, security or system changes before it happened?
In the meantime, please try performing a force shutdown by holding the Power button for about 20 seconds until the device turns off completely, then turn it back on and check whether the input devices respond normally.
I also recommend testing the keyboard and touchscreen in the Surface UEFI settings. To do this, shut down the device, then press and hold the Volume Up button while pressing and releasing the Power button. Continue holding Volume Up until the UEFI screen appears. If the keyboard and touchscreen work there, the issue may be related to Windows or the recovery environment rather than the hardware itself.
If available, you could also connect a USB keyboard and test whether it responds on the recovery screen. This can help determine whether the problem is specific to the built-in input devices.
If you're still able to sign in to Windows with another account, try opening Settings > System > Recovery > Advanced startup > Restart now to enter the recovery environment and check whether the input devices work when recovery is launched from within Windows.
