Thanks for reaching out, regarding Get button just sits there greyed out with no explanation.

The important thing to know is that this usually isn't a bug or a permissions issue — it's an eligibility check. Azure Communication Services only lets you acquire geographic (local) numbers on a paid subscription (Pay-As-You-Go, Microsoft Customer Agreement, CSP, or Enterprise Agreement), and only in billing countries where that number type is legally available. Trial subscriptions, Azure free credits, and Microsoft-for-Startups credits are all blocked, so the portal simply disables the button.

A few things to check:

Your subscription type — go to Cost Management + Billing >Properties and confirm it's PAYG, MCA, CSP, or EA. If it shows Free Trial, Sponsorship, or Startups credits, that's your blocker.

The billing-profile catch — if credits are involved, creating a fresh PAYG subscription often isn't enough on its own, because it can still inherit the billing profile holding those credits. Creating a new billing profile > new PAYG subscription > new ACS resource clears it.

Country availability — check that your billing location supports geographic numbers for the country you want. Some regulated markets (e.g., the Netherlands) are special-order only, so the button stays disabled by design. For those, use "Request a Special Order" in the portal or email acstns@microsoft.com with your Subscription ID and ACS resource name.

A disabled Get button usually means the request is being blocked before number search, most commonly by subscription or regional eligibility. ACS phone numbers can be purchased only on a paid Azure subscription; trial, sponsorship, and free-credit subscriptions are not eligible. Availability also depends on the subscription billing location, requested country/region, number type, and capability, because geographic numbers are regulated.

In the ACS resource, first confirm the active subscription and its billing country under Cost Management + Billing. Then compare that location and agreement type with the supported phone-number table for the country where you need the geographic number. Select a number type and calling capability that is offered there, and complete any required regulatory documents or address validation. If all eligibility requirements match and Get remains disabled, open an Azure Communication Services support request under “Acquiring a phone number”; Microsoft must verify the subscription entitlement and regional inventory.
