ACS subscription not eligible for 10DLC Brand/Campaign registration - open ticket 11 days

My Pay-As-You-Go subscription (ID: 2801cd2b-d341-479e-8f54-fcfda65726e7, US-based, Bellingham WA, spending limit OFF) cannot register a 10DLC Brand or Campaign in Azure Communication Services. The portal shows "Your subscription is not eligible" when I attempt registration.

This prevents SMS on my local number +13609129011 (ACS resource: samantha-acs, resource group: samantha-rg).

I have an open support ticket (2607090010001160) filed on 2026-07-09 for this same issue. It has been 11 days with no resolution. The ticket was routed to the "Manager Approval / Technical Misroute" queue.

I believe a subscription-level SMS/10DLC eligibility flag needs to be enabled by Microsoft. Could someone from the ACS team please look into this?

    The 'Your subscription is not eligible' message is typically generated before the Brand or Campaign registration is submitted. That usually indicates a subscription eligibility check rather than a problem with the ACS resource or phone number itself.

    From what you've described, u've already verified the common prerequisites: the subscription is Pay-As-You-Go, US-based, and the spending limit is disabled. If those are all correct, there's nothing you can change within the ACS resource to make the subscription eligible. Given that u already have an open support case that has been sitting in a non-technical queue for 11 days, I'd ask Microsoft to re-route SR 2607090010001160 directly to the Azure Communication Services SMS/10DLC engineering team. They can verify whether the subscription has the required backend eligibility flags and whether there is an issue with the subscription validation service. Be sure to include the subscription ID, ACS resource name, the phone number, the exact UTC timestamp of a recent failed registration attempt, and, if available, the correlation ID from the Azure portal. Those details will help the engineering team correlate the failed eligibility check with backend telemetry.
