This is actually expected behavior, not a bug in the portal. Azure Cost Management (Cost analysis, budgets, exports, alerts) is only supported for specific offer types namely Enterprise Agreement (EA), Microsoft Customer Agreement (MCA), and Web Direct/Pay-As-You-Go. The Azure Sponsorship offers (MS-AZR-0036P and EA Sponsorship MS-AZR-0136P) are explicitly not supported in Cost Management, which is why the subscription appears greyed out with "Cost Management not supported for this account type" and why the invoice section is unavailable.
So, the limitation you're hitting on the resource-group-level cost view in the Azure portal is by design for the sponsorship offer.
Only the Account Owner of the sponsorship can view consumption, and it's done through the dedicated Sponsorship portal not through Cost Management:
- Sign in to https://www.microsoftazuresponsorships.com/ with the Account Owner credentials (the same account ID used to provision the sponsorship). Other users (including Resource Group owners) won't see data here.
- Select Check Your Balance to see remaining credit / cumulative usage.
- Select Usage Details to drill into consumption. From the Balance page you can also download a usage report (CSV) this is the official way the Account Owner gets a detailed breakdown.
Note: The native sponsorship portal view aggregates by service, not by resource group. There is no built-in resource-group-level cost report for sponsorship subscriptions today.
Since native RG-level reporting isn't available for the sponsorship offer, the supported approach is to export the usage CSV and roll it up yourself:
- Download the Usage Details CSV from
microsoftazuresponsorships.com/balance(Account Owner only). - Each row has a
ResourceId/InstanceIdin the form/subscriptions/<sub>/resourceGroups/<rg-name>/providers/...Extract the segment after/resourceGroups/to get the RG name. - In Excel, use a PivotTable on the extracted RG column to sum cost/quantity per resource group, and filter to the resource types you care about (Virtual Machines, NSGs, DNS Zones, Storage Accounts, etc.).
- If your sponsorship export doesn't include a
Costcolumn, you can estimate spend by joining the meter IDs against the Azure Retail Prices REST API, which is publicly accessible and doesn't require Cost Management.
Apply resource tags (e.g., RG=<name>, Owner=<team>) on all resources going forward. Tags flow into the usage CSV and make per-RG / per-owner pivots much cleaner.
Once you hit your Usage Cap or End Date, the subscription automatically converts to Pay-As-You-Go (or EA, depending on the offer). At that point the offer type becomes one that Cost Management supports, and you'll regain the native Cost analysis experience in the Azure portal including the resource-group scope, budgets, alerts, and scheduled exports.
