Microsoft 365 Developer Program cannot detect active MCA billing account when provisioning E5 sandbox

I qualify for the Microsoft 365 Developer Program and am attempting to provision a Microsoft 365 E5 Developer Sandbox.

During setup, the wizard reports "No billing accounts found."

I have verified the following:

Microsoft AI Cloud Partner Program: Active

Organization verification: Authorized

Microsoft Customer Agreement (MCA) billing account: Active

Billing profile: Active

Partner Center account is successfully linked to the billing profile.

Microsoft Entra tenant is active.

The tenant is confirmed as the primary tenant for the MCA billing account (attempting to add it manually returns "This is the account primary tenant.").

Despite this, the Developer Program provisioning wizard cannot detect any billing accounts.

Has anyone encountered this issue, or can a Microsoft moderator verify whether there is a backend issue with the Developer Program profile or sandbox provisioning entitlement?

I also have this issue - if using the 'Create a new billing account' dialog and the individual user or the organisation option, you get an 'Your account is ready' with a sign-in address and tenant ID, however even after using the refresh button, or coming back on a different day, the 'Billing account' section says 'No billing accounts found' which is currently a blocker for setting up the account.

@Nathan Carey , we raised a ticket and were directed to reach out directly to the Microsoft 365 Dev Support team by emailing dxipsup@microsoft.com. There has been no response or even acknowledgment thus far. According to our Partner Manager this is a known issue with no quick resolution in sight and we need to wait at least two weeks before he can escalate. :(

Final resolution: The key was completing the Microsoft Customer Agreement (MCA) billing profile by adding a payment method under the Global Administrator's billing profile. Once that was done, the billing account became available in the Developer Program provisioning wizard, and the sandbox was created successfully.

Their previous response:
For provisioning a Microsoft 365 E5 Developer Sandbox, the destination billing account must be a Microsoft Customer Agreement (MCA) billing account with an Azure plan enabled. The Developer Sandbox is delivered by transferring the subscription into your tenant, and that transfer targets a billing profile / invoice section under your MCA. When no Azure plan is enabled on that billing account, the provisioning wizard cannot find a usable billing account and reports "No billing accounts found," even though the MCA billing account and profile already exist. Creating an invoice section is what provisions the Azure plan, which is why that step is required.

On the impact to your existing setup: enabling an Azure plan / creating an invoice section is an additive billing configuration on your MCA. It does not change, migrate, or affect your existing Microsoft 365 or Partner Center billing, and it is required only to complete the Developer Sandbox provisioning. The Developer Sandbox itself carries no charge - the billing account is used for verification and to receive the transfer, not to bill you.

Once the invoice section is created and the Azure plan is active on the billing account, please retry the provisioning. If it still reports "No billing accounts found," please reply with a fresh Correlation ID (the one previously shared has aged out of our logs) and we will investigate the specific transaction.

To retrieve the Correlation ID: open the Microsoft 365 Developer Program portal, press F12, reproduce the failing action, go to the Console tab, type correlationid, and copy the value.

Workaround / Solution that worked for me:

If you get stuck when setting this up from the M365 Developer Portal, the actual fix needs to be done in the Azure Portal (not in the M365 Portal).

In my case, I had no active subscriptions associated with my Invoice Section. Here is the step-by-step process I followed to resolve it:

Sign in to the Azure portal (using an account with admin privileges).

Open Cost Management + Billing.

Go to All billing subscriptions (or Invoice Sections > Azure subscriptions).

Since there were no active subscriptions listed (0 subscriptions), I clicked "+ Add" to create an Azure subscription.

Once the Azure Plan / Subscription was provisioned (took a few minutes), the issue was resolved and I was able to proceed.

_Note: While there may be multiple causes for this error, hopefully this helps anyone facing the same situation!

_Note: that the credit card number entered under "Create a new billing account" is registered as the default payment method in the Azure Portal, and it appears that it cannot be detached.
