To double check where the issue is, you can follow these steps:
1/ Fix your Outlook (web) time zone
Sometimes the "mailbox time zone" overrides everything else.
- Go to Outlook Web version: https://outlook.office.com
- Click "Settings"
- Go to: General -> Language and time
- Change: Time zone -> (UTC+08:00) Hong Kong SAR
- Click "Save"
2/ Check your Microsoft 365 profile (regional setting)
Your "profile still showing US time" usually comes from here.
- Go to: https://myaccount.microsoft.com
- Click: "Your info"
- Look for: Region / Country
- Update to: Region: Hong Kong
3/ Fix Teams time zone
Teams follows your system, but sometimes caches old settings.
- Open "Teams"
- Click your profile picture -> "Settings"
- Go to: General / Language
- Confirm: Time zone is Hong Kong
After that, you can
- Sign out of Teams
- Close it completely
- Reopen + sign back in
