Exactly what did you purchase & from which source?

There are a number of vendors who illegitimately are selling keys to LTSC versions of the software. The LTSC licenses are not for individual users. Could that be the case? If so you need to obtain a refund & report it to Microsoft if the vendor refuses.

The cooldown period is for 24 hours, I am afraid.

There are three options for you:

1. Please try a different network, like your mobile hotspot. You must redeem the key in an InPrivate Window.
2. Use your phone to redeem the key which should work with the Desktop apps too.
3. Use Online apps for Office in the meantime.
