Other features or issues related to Microsoft Partner Center
The "Access restricted" message when opening Microsoft Cloud Partner enrollment is caused by an Azure (Microsoft Entra) conditional access or tenant restriction policy applied to the account, not by Partner Center itself.
Use these steps to resolve it:
- Confirm the correct account is being used
- Ensure sign-in is with the work/school (business) account associated with the Partner Center tenant, not a personal Microsoft account.
- If work and personal accounts look the same (for example,
******@contoso.com), explicitly choose the work account when prompted.
- Check for conditional access restrictions
- The message "Access restricted due to conditional access policy" indicates that an Azure (Entra) conditional access policy is blocking access.
- The page shown with the error provides details about what requirement is not met (for example, device compliance, location, outdated software).
- If the message indicates an issue such as outdated software or device configuration, update the device or browser as indicated and sign in again.
- Address tenant/organization security policies
- If the sign-in is blocked by tenant restrictions ("Your network administrator has blocked access"), the tenant’s security policy only allows access to selected organizations.
- Only the organization’s administrator can change tenant restrictions to allow access to Partner Center or other Microsoft organizations.
- Engage the Azure (Entra) administrator role
- Even if being the only member and admin functionally, the blocking policy must be changed in Microsoft Entra ID.
- Sign in to the Microsoft Entra admin center (if possible) and review conditional access and tenant restriction settings, or use the designated global admin account to adjust them.
- If unable to change or access these settings, contact the appropriate admin/support contact for the tenant as per the organization’s setup.
Note: Partner Center cannot override or bypass conditional access or tenant restriction policies; only the organization’s Azure (Entra) administrator can modify or remove them.
