Access Denied to All OneDrive

On FEB 9, 25 I purchased Microsoft Office Pro Plus!. I was given a username and temporary password. I changed the password and everything worked GREAT. I was able to save all of my important work and retirement documents from my work computer (from work) without any issues. I was able to access these files (at work and home) without issue up until a few weeks ago. I do not use access these files very often, so I cannot say with 100% certainty when it stopped working. I tried to access the files today and received the following message:

Access Denied

This page has been blocked as it violates the Acceptable Use Policy located in the Terms of Use. If you believe this is a mistake, please contact our Support team using M365 Admin Center for further assistance.

I messed around with it for about 30 minutes and was able to sort of get on my OneDrive online, but none of the files were in the original folders and if I tried to open any of the files I would get the above error message.

I am not sure what is going on, but these files are critical to me and I need to access them.

Any help would be greatly appreciated.

Thanks,

Jeff

    Dear @Jeffrey LeTempt,

Thank you for posting your question in the Microsoft Q&A forum.

Based on your description, you purchased Office Pro Plus and were provided with a username and password, which worked normally at first. However, recently you are unable to access all files in OneDrive and receive the error: “Access Denied. This page has been blocked as it violates the Acceptable Use Policy.”

In this situation, the issue is not related to file permissions or missing data, but rather that your OneDrive/SharePoint environment has likely been blocked at the tenant level due to an Acceptable Use Policy (AUP) enforcement.

This type of error typically occurs when Microsoft’s automated systems detect activity that may violate service terms. When triggered, it can result in:

Full access denial to OneDrive and SharePoint across the account

Files appearing missing or disorganized, while still existing in the backend

No ability to open or download files

For more detail information Error "This page has been blocked as it violates the Acceptable Use Policy"

For better understanding of your situation, could you please confirm whether you purchased the subscription directly from Microsoft or from a third party?

If you purchased from third-party, try to contact the person who gave you this account and ask them to follow this support article Get support - Microsoft 365 admin to submit ticket.

If you purchased directly from Microsoft, and you are an end user, please contact your IT administrator or Global Administrator and ask them to submit a support request to the Microsoft Support team. The Microsoft Online Support team has higher permissions than community moderators and can perform deeper investigation, including collecting diagnostic logs to identify the root cause. This is the most efficient and direct way to resolve this issue.

And if you're unsure who your Global Admin is, this guide may help How do I find my Microsoft 365 admin? - Microsoft Support

In case you are global admin, you can raise support ticket: https://admin.microsoft.com/#/support/requests: Microsoft 365 Admin Center > Support > Help & Support.

I hope information above meet your expectations and can help you resolve the issue. Please feel free to reach out if you have any other questions.

The error indicates that access to the OneDrive content is being blocked by a policy or permissions issue in Microsoft 365, not that the files are deleted.

Use these steps to troubleshoot and regain access:

    1. Confirm the account and sign-in
    • Make sure the same account that was used when the files were uploaded is being used now.
    • In any Microsoft 365 app (for example Word), go to File > Account and check the email address under User Information. If it is not the original account, select Switch Account and sign in with the correct one.
    • If signed in with a personal Microsoft account instead of the work/school account that owns the OneDrive, switch to the correct work/school account. This is important because OneDrive for work or school requires the correct account and permissions to upload and access files.
    1. Check for basic permission issues
    • If this OneDrive belongs to an organization (for example, provided with Microsoft 365 Business or through an employer), the admin may have changed permissions or policies.
    • If access to a specific file or folder is denied, the admin should:
      1. Go to the OneDrive site, select Settings > Site Settings > Site permissions.
      2. Use Check Permissions for the affected user to see what access they currently have.
      3. If needed, re‑grant permissions to the OneDrive site or specific files/folders.
Steps for admins are described under the manual fix for “A user can't access a SharePoint site or another user's OneDrive site.”
    1. Handle “Access Denied / You need permission” scenarios If the message is similar to “Access Denied” or “You need permission to access this site,” the admin should follow the documented resolution:
    • Determine the correct permission level for the user on the OneDrive site.
    • Use Check Permissions to verify current access.
    • If the user does not have appropriate permissions, grant access to the site or files.
    • If the error persists after permissions are granted, remove the user from the site and then add them back with the correct permissions. This process addresses common causes such as misconfigured permissions or user identity issues.
    1. Consider site/user ID mismatch or account recreation If the account was ever deleted and recreated with the same email (UPN), a site user ID mismatch can cause access errors:
    • This happens when a user account is deleted in the Microsoft 365 admin center and then recreated with the same UPN, which gives it a new internal ID.
    • In that case, the admin should follow the guidance in “Access Denied or You need permission errors in SharePoint Online and OneDrive” and, if applicable, the automated fix for site user ID mismatch.
    1. If the OneDrive site itself is inaccessible If the entire OneDrive site is inaccessible for the user:
    • Confirm that the user still has appropriate permissions to the OneDrive site.
    • If permissions are correct but access is still denied, follow the same troubleshooting guide for “Access Denied” errors in SharePoint Online and OneDrive.
    1. If the tenant’s Acceptable Use Policy is blocking access The specific text about violating the “Acceptable Use Policy located in the Terms of Use” indicates a tenant or service‑level policy is blocking the page. That policy can only be reviewed and changed by a Microsoft 365 administrator for that tenant.
    • An admin must sign in to the Microsoft 365 admin center and review:
      • Any conditional access, compliance, or acceptable use policies that might be blocking OneDrive or SharePoint.
      • Service health for SharePoint/OneDrive to ensure there is no incident affecting access.
    • If the policy is in error or too restrictive, the admin must adjust or remove it.
    • If the admin cannot identify the cause, they should open a support request from the Microsoft 365 admin center as the error message suggests.
    1. If the OneDrive belongs to a former employer If the OneDrive is tied to an organization (for example, a former employer) and that organization manages the tenant:
    • The organization’s Microsoft 365 admin controls whether the account and OneDrive remain active.
    • If the account has been disabled or the license removed, only that organization’s admin can restore access or export data.

Because the error explicitly instructs to contact Support via the M365 Admin Center, the next concrete step is:

    • Have the Microsoft 365 administrator for the account sign in to the Microsoft 365 admin center, check OneDrive/SharePoint permissions and policies, and if needed, open a support ticket with Microsoft from there so they can investigate the Acceptable Use Policy block and help restore access to the OneDrive content.
