If you would like to remove the phone number associated with your old profile, please visit
https://developer.microsoft.com/en-us/microsoft-365/profile and sign in using the account that was originally used to register that phone number. From there, select Delete Profile if you no longer need the developer profile. In principle, deleting the profile removes the existing registration and releases the associated phone number.
After the profile is deleted, you may sign up again using your work account and verify it with the same phone number. However, please note that there is typically a 60-day waiting period before a deleted phone number becomes fully available for reuse. This waiting period is an intentional policy designed to help prevent abuse of the program.
If you need to join the Microsoft 365 Developer Program sooner, the fastest option is to register using a different phone number with a different account.
