OK - so the issue appears to be within the App manifest with missing items. This is inside the app - not an external support folder. There is NO way to fix this as it will break the code-sign and notarisation.
...Short or editing a copy of the app, re-code signing and notarising then distributing and that's a big no-no and not even sure if that would work.....
Think we are stuck waiting for MS...
In the meantime - all I can offer is if you locate a device that has an older version of the app eg 26.070.xxxx (via VPP), zip it and distribute to anyone who is affected. Then bin their app and replace with this version and their running. As long as you disable updates - that should solve for the immediate. Far from ideal but it's something.
Note - I don't believe this will work for non VPP installs eg sharing personal App Store downloads....
